Special Intensive Revision (SIR) of West Bengal Voter List – Supreme Court Directive

1️⃣ What is SIR (Special Intensive Revision)?

SIR (Special Intensive Revision) is the process of thoroughly verifying and correcting the electoral roll.

Under this process:
• Addition of names
• Deletion of names
• Correction of details

This is the responsibility of the Election Commission.
Article 324 of the Constitution grants powers to the Election Commission.

2️⃣ Core of the Issue

During the SIR exercise in West Bengal, it is reported that there was a lack of cooperation between the state government and the Election Commission.

• Allegations that eligible officers were not deputed
• Around 5 million applications are under scrutiny
• Already 250 judges are engaged in the process

Even if one judge examines 250 applications per day,
it would take at least 80 days to complete the entire task.

3️⃣ Important Order of the Supreme Court

🔹 Permission was granted to appoint judges from other states.

If required:
• Jharkhand
• Odisha
judges may be deputed from these states.

🔹 Civil Judges must have at least 3 years of experience.

4️⃣ Article 142 – Very Important

Article 142 of the Constitution provides the Supreme Court with special powers to deliver “Complete Justice”.

Even if it is not explicitly provided in law,
the Court can issue any order necessary to ensure complete justice.

Its use in this case:
• Final electoral roll may be published on February 28
• A supplementary list can be released later
• Those included in the supplementary list will be treated as part of the final roll
