Extraction of Rare Minerals from Mine Overburden – Coal India Initiative
1️⃣ Introduction
To study the feasibility of extracting Rare Earth Elements (REEs) from
mine overburden dumps accumulated in coal mines, the subsidiary of
Coal India, namely South Eastern Coalfields Limited (SECL), has initiated action.
This study will be conducted at 7 old mine overburden sites located in the states of
Chhattisgarh and Madhya Pradesh.
It is considered an important new initiative to convert waste into valuable resources.
2️⃣ Key Concepts
Rare Earth Elements (REEs) are a group consisting of 17 elements.
They are extremely important in the following sectors:
✔️ Electronics
✔️ Defense sector
✔️ Renewable energy (solar, wind)
✔️ Electric Vehicles (EVs)
Since they are not abundantly available in nature, they are called “rare earth elements.”
3️⃣ Why is this Study Important?
Globally, China accounts for more than 60% dominance in rare earth production.
India is currently a import-dependent country for these minerals.
This leads to:
✔️ National security concerns
✔️ Industrial challenges
✔️ Increase in foreign expenditure
Therefore, efforts to create domestic sources are highly essential.
4️⃣ Linkage with Economic Perspectives
This initiative can be connected with several important economic concepts:
✅ (a) Import Substitution Policy
Reducing foreign dependence by increasing domestic production.
✅ (b) Resource Optimization
Creating wealth from waste → a strong example of the Circular Economy.
✅ (c) Industrial Development
✔️ Electric vehicles
✔️ Renewable energy
✔️ Defense sector
✔️ Electronics manufacturing
This will lead to capital and technological growth across multiple sectors.
5️⃣ Study Methodology
The SECL company will initially invite tenders.
Subsequently, the study will be conducted using modern scientific technologies.
Within one year, the following aspects will be evaluated:
✔️ Quantity of rare earth elements present
✔️ Economic feasibility of extraction
✔️ Cost–benefit analysis
Future plans will be decided based on these findings.
6️⃣ Economic Impacts
Advantages:
✔️ Reduction in imports
✔️ Decrease in foreign expenditure
✔️ Industrial growth
✔️ Employment generation
✔️ Strengthening national security
Challenges:
❗ Technological complexities
❗ Environmental impact
❗ High investment requirements
❗ Global market price fluctuations
7️⃣ Current Relevance
This initiative is linked with several major national programs of India:
✔️ Atmanirbhar Bharat (Self-reliant India)
✔️ Make in India initiative
✔️ Net Zero 2070 target
✔️ Growth of electric vehicle manufacturing
Thus, it will strengthen India’s technological and economic self-reliance.
8️⃣ Important Exam Points
✔️ Rare Earth Elements – 17 elements
✔️ SECL – Subsidiary of Coal India
✔️ Study locations – Chhattisgarh & Madhya Pradesh (7 sites)
✔️ Import Substitution
✔️ Circular Economy
✔️ Strategic Minerals
9️⃣ Brief Summary
The initiative to extract rare earth elements from coal mine waste is highly significant for India’s economic self-reliance, industrial development, and national security. It is an excellent example of the new economic approach of Waste to Wealth.
