Welfare Schemes of the Tamil Nadu Government and Their Implementation
Introduction
The main objective of Good Governance is that government services should reach people where they live. Based on this principle, the Government of Tamil Nadu has been implementing various welfare schemes. These schemes play an important role in improving the quality of life of people in sectors such as education, healthcare, social security, women’s empowerment, and poverty alleviation.
Ungaludan Stalin – People Service Camps
Through the “Ungaludan Stalin” scheme, government services are delivered directly to the people. In urban areas, 43 services from 13 departments are provided, while in rural areas 45 services from 15 departments are offered. Petitions received from the public are expected to be resolved within 45 days. This scheme helps in improving Public Service Delivery and reducing the difficulty of people visiting government offices.
Chief Minister’s Breakfast Scheme
To improve students’ nutrition and educational performance, Chief Minister M. K. Stalin launched the Chief Minister’s Breakfast Scheme on 15 September 2022. The scheme is currently implemented in 30,992 schools benefiting around 1.85 million students. It has resulted in increased school attendance, reduced dropout rates, and improved academic performance of students.
Thayumanavar Scheme
The Thayumanavar Scheme, launched on 19 February 2024, was introduced to eliminate poverty and strengthen social security. The scheme aims to lift about 5 lakh poor families out of poverty. Its major beneficiaries include elderly people living alone, destitute individuals, children who have lost their parents, persons with disabilities, and people with mental health issues.
Chief Minister’s Comprehensive Health Insurance Scheme
Initially introduced in 2009 as the Kalaignar Health Insurance Scheme, it has now been expanded as the Chief Minister’s Comprehensive Health Insurance Scheme. Under this scheme, insurance coverage up to ₹5 lakh per family is provided. It allows cashless treatment in both government and private hospitals. This scheme ensures access to quality healthcare for economically weaker sections.
Girl Child Protection Scheme
The Girl Child Protection Scheme, launched in 1992, aims to prevent female infanticide, promote girls’ education, and ensure gender equality. Through this scheme, the government provides financial investments for girl children, which helps in improving the social and educational status of women.
Dr. Muthulakshmi Reddy Maternity Benefit Scheme
This scheme is implemented to protect the health of pregnant women and reduce maternal and infant mortality rates. In the past four years, 29,95,098 beneficiaries have benefited from this scheme. A total financial assistance of ₹3,755.53 crore has been provided.
Vidiyal Travel Scheme – Free Bus Travel for Women
To promote women’s social and economic empowerment, the Government of Tamil Nadu introduced the free bus travel scheme for women. It helps women travel for employment, education, and livelihood opportunities. In July 2023 alone, about 22 crore trips were recorded. This scheme has significantly increased women’s employment opportunities and social mobility.
Nalam Kaakkum Stalin Scheme
To ensure preventive healthcare for the public, the Tamil Nadu Government conducts Nalam Kaakkum Stalin medical camps. Across the state, 1,256 medical camps have been organized providing free full-body health check-ups. These camps help in early detection of diseases including cancer and also issue disability certificates to persons with disabilities.
Conclusion / Way Forward
The Government of Tamil Nadu has introduced several social welfare schemes. However, it is important that these schemes effectively reach the grassroots level. For this, the government must strengthen administrative capacity, adequate funding, human resources, and effective monitoring systems. Such measures will further strengthen human development and social welfare in Tamil Nadu.
