Ban on Misrepresentation of Leaders Using AI Technology – Election Commission Guidelines
Introduction
Artificial Intelligence (AI) and Deepfake technologies are rapidly evolving, leading to an increased risk of misinformation during elections and misleading voters. To address this, the Election Commission of India has issued important guidelines.
AI & Deepfake Challenges
Through Deepfake technology:
• Voice, face, and behavior can be artificially replicated
• Spread of false information becomes easier
This poses a threat to “Free & Fair Elections”.
Election Commission Action (Article 324)
Under Article 324, the Election Commission has the authority to conduct free and fair elections.
Key Measures:
• Ban on misleading AI-generated political advertisements
• Removal of such content within 3 hours
Pre-Certification System (MCMC)
Through the Media Certification & Monitoring Committee (MCMC):
• All political advertisements must get prior approval

AI Content Transparency
For AI-generated content:
• At least 10% disclosure as “AI-generated” is mandatory

Protection of Individual Rights (Right to Privacy)
Using a person’s identity, voice, or appearance:
• Without consent is prohibited

Under the IT Act, 2000 and Intermediary Guidelines:
• Social media platforms must act responsibly

Booth Level Officers (BLO) play a crucial role in election administration.
Key Highlights:
• Annual salary increased from ₹6,000 → ₹12,000
• ₹2,000 incentive
