1. Nature of the Problem

Sexual violence against women is increasing in society. Women from children to the elderly are being affected. This is not just an individual crime, but a problem of social mindset.

2. Types of Offenders

Offenders against women are of two types:

(1) Direct Offenders
Those involved in acts like sexual violence, murder, etc.

(2) Ideological Offenders
Those who express degrading views about women in public and create wrong perceptions in society.
They are the most dangerous.

3. Social Attitude that Degrades Women

Questioning women's behavior, dress, and timing; insulting women in public life; mocking women's intelligence; and portraying women in a degrading manner in politics and media are prevalent.
This exists in society like an "unwritten law".

4. Public Space and Use of Language

Wrong ideas are spread through public speeches and media. These create a false common mindset in society and promote hatred against women.

5. Legal and Political Measures

(1) Parliamentary Action
1954 – "Unparliamentary Words Dictionary" was published, banning offensive words.

(2) Court Directives
It has been ordered that words against human dignity should not be used. Even in FIRs, the use of derogatory terms is prohibited.

(3) Tamil Nadu Reform (2024)
In land rights law, "unmarried son/daughter" was replaced with "minor children", ensuring gender equality.

6. Responsibility of Society

We must oppose speeches that degrade women. Respectful language should be used. Those who speak in public must act responsibly.
