Electoral Process – Is Reform Needed?
1. Importance of Elections in Democracy
Elections are the basic tool through which democracy functions.
People choose their representatives and help form the government.
Textbook concept: People’s participation is very important in a democracy.
2. Party System
There are two types:
1. Two-party system
Example: United States
Democratic Party, Republican Party
2. Multi-party system
Example: India
Advantages of multi-party system:
Reflects diverse opinions
Opportunity for smaller parties
Power sharing
Formation of coalition governments
Disadvantages:
Lack of stable government
Coalition issues
Delay in decision-making
3. Present Electoral System in India
First Past The Post (FPTP) system is followed.
In a constituency, the candidate with the highest votes wins.
50% majority is not required.
Example:
A → 35%
B → 33%
C → 32%
A wins (even with only 35%).
Problem:
Even if 65% voted against A,
A becomes the representative.
This leads to criticism of “lack of true majority representation”.
4. Proportional Representation
Seats are allocated based on the percentage of votes received by parties.
Example:
40% votes → 40% seats
10% votes → 10% seats
Features:
Individual candidate is less important
Party-based voting system
5. Advantages of PR System
Ensures true representation
Every vote has value
Opportunity for smaller parties
Better representation for marginalized groups
Reduces coalition bargaining

Difficulty in forming government
Need for more coalitions
Delay in decision-making
