Delimitation: Legal Guarantee Needed - CM Vijay Emphasizes
1. Introduction / Meaning
Delimitation is the process of redrawing parliamentary and assembly constituencies based on population. Chief Minister Vijay has emphasized that the central government should provide a legal guarantee that no state will be adversely affected by this process.
2. Key Concepts
- Speaking at the Southern Zonal Council meeting, the Chief Minister stated that Southern states contribute over 30% to India's total output.
- Southern states are at the forefront in sectors such as manufacturing, exports, services, and innovation.
- By collaboratively addressing common issues, Southern states and India as a whole can achieve further growth.
3. Features of the Agreement / Event
- If delimitation is carried out solely based on population, there is a risk that the parliamentary representation of Southern states, which have excelled in population control, will decrease.
- The central government must legally assure that the percentage of parliamentary representation of any state will not decrease due to its success in population control.
4. Why is it Needed?
- States that have performed well in population control must be protected from losing their representation.
- The economic contribution and development of Southern states must be recognized.
5. Impact
- Curbing Contraband: The central government must tighten laws to prevent illegal smuggling of contraband. By sharing information and collaboratively dismantling the production, smuggling, and distribution networks, Southern India can be made free of contraband.
- Fair Financial Devolution: After the introduction of GST, the revenue loss for states has decreased. Therefore, states should work together to regain flexibility in determining tax rates by utilizing the provisions of Article 279 (4) of the Constitution.
- River Water Rights: The Supreme Court's verdict on the Cauvery river water dispute and the decisions of the Cauvery Water Management Authority must be implemented in a timely manner. Similarly, in the Mullaiperiyar Dam issue, steps must be taken to raise the dam's water level to 152 feet, in accordance with court rulings.
- NEET Exam: The NEET exam adversely affects rural, socially, and economically backward students. Therefore, the central government should allow admission to MBBS, BDS, and Ayush courses in Tamil Nadu based on Plus Two marks for state quota seats.
- He added that Tamil Nadu will continue to work with the central government and sister states.
6. Drawbacks / Challenges
- Population-based delimitation could lead to a loss of political representation for states that have successfully controlled their population.
- Disparities in financial devolution among states.
- Long-standing issues related to river water sharing.
7. Current Relevance
The next delimitation in India is scheduled to take place after 2026. In this context, the concerns and demands of the Southern states are crucial issues that need to be debated at the national level.
8. Exam Notes
- Delimitation: Redrawing the boundaries of parliamentary and assembly constituencies.
- Article 279 (4): Authority to determine tax rates based on the recommendations of the GST Council.
- Cauvery River Water Dispute: The issue of river water sharing among Tamil Nadu, Karnataka, Kerala, and Puducherry.
- Mullaiperiyar Dam: Dam safety and water level issue between Tamil Nadu and Kerala.
- NEET Exam: National Eligibility cum Entrance Test for medical courses.
9. Summary
Chief Minister Vijay has urged the central government to provide a legal guarantee to ensure that Southern states are not adversely affected by delimitation. He emphasized that the representation of states that have performed well in population control should not be reduced. Furthermore, he expressed his views on critical issues such as curbing contraband, financial devolution, river water rights, and the NEET exam.
