Lokpal and Lokayukta – PYQ Points
Main Objective: To redress citizens’ grievances and prevent high-level corruption.
1. Historical Background
- Ombudsman: An ancient global institution created for redressal of public grievances.
- First Country to Introduce: Sweden.
- Grievance Redressal Centre: First established in Norway.
- Lokpal: The term was first coined by L.M. Singhvi.
- Recommendation: The establishment of Lokpal in India was first recommended by the First Administrative Reforms Commission (First ARC).
2. Lokpal (At the Central Level)
- Bill Introduction: The Lokpal Bill was first introduced in the Lok Sabha in 1968.
- Selection Process: The Chairperson and members of the Lokpal are appointed by a Selection Committee.
- Reservation: In the Search Committee of the Lokpal Selection Committee, not less than 50% representation must be given to SC/ST, OBC, minorities, and women.
