TNPSC Group 4: Syllabus, Exam Pattern, Eligibility, Salary and Strategy

TNPSC Group 4, formally the Combined Civil Services Examination IV (CCSE-IV), is the biggest doorway into Tamil Nadu government service. It needs only an SSLC qualification, it has a single objective paper, and it typically carries the largest vacancy count of any TNPSC notification. It is also, for exactly those reasons, the most competitive exam in the state.

Which posts does Group 4 fill?

VAO is the post most aspirants target, because it is a field posting with real administrative responsibility from day one. Junior Assistant is the largest by vacancy count in most notifications.

Salary

Group 4 posts fall in the state pay matrix around Level 8 to Level 10 depending on the post, which works out to a gross of roughly Rs 20,000 to Rs 40,000 a month for a fresh appointee including allowances. VAO additionally carries a fixed monthly allowance in place of certain field expenses. Exact pay is stated in each notification, and the figures change with dearness allowance revisions.

TNPSC Group 4 exam pattern

One paper. Three hours. Objective, OMR-based, and bilingual.

Three features of this pattern decide how you should prepare:

• Tamil is half the paper. One hundred questions, 150 marks. Candidates who treat it as a formality throw away the easiest marks in the exam. Candidates who prepare it properly often clear on the strength of that section alone.
• There is no negative marking. Attempt all 200 questions. A blank is a guaranteed zero; a guess between two plausible options is worth about 0.75 marks in expectation.
• Time is not the constraint. Three hours for 200 objective questions is generous. Accuracy and coverage decide the result, not speed.

Minimum qualifying marks

TNPSC applies a floor below which a candidate is not considered regardless of vacancies. In recent notifications this has been around 90 marks out of 300 for SC, SC(A), ST, MBC/DC, BC and BCM candidates, and slightly higher for the "Others" category. The actual selection cut-off is far above this floor — see below. Confirm the exact figure in your notification.

Eligibility

• Education: Must have passed SSLC (10th standard) or its equivalent. Typist, Steno-Typist and technical posts need the additional certificates listed above.
• Age: Minimum 18 as on the notification's cut-off date. Recent Group 4 notifications have set no maximum age limit for SC, SC(A), ST, MBC/DC, BC and BCM candidates, with a limit of 32 for "Others". Some posts carry their own separate limits.
• Tamil knowledge: Required. Candidates who have not studied Tamil must appear for the prescribed Tamil language test.
• Physical standards: Applicable to a small number of posts only, as stated in the notification.

Part A — Tamil Eligibility-cum-Scoring Test (100 questions)

• பொருத்துக (matching), correct word forms, and grammar — எழுத்து, சொல், பொருள், யாப்பு, அணி
• Tamil literature: Sangam literature, epics, devotional literature, modern Tamil literature and their authors
• Prose and poetry comprehension passages
• Tamil scholars, movements and the history of the language
• Grammar-based questions on சந்தி, வேற்றுமை, தொகைநிலை, வினைமுற்று and related topics

Part B — General Studies (75 questions, SSLC standard)

• General Science — physics, chemistry, botany, zoology, scientific principles in daily life, nutrition and health
• Current Events — national and state affairs, awards, sports, appointments, schemes, and important days
• Geography — physical geography of India and Tamil Nadu, resources, agriculture, transport, natural disasters
• History and Culture of India — Indus Valley to modern India, cultural heritage, art and architecture
• Indian Polity — Constitution, fundamental rights and duties, union and state government, local bodies, elections
• Indian Economy — planning, national income, agriculture, industry, banking, budget, welfare schemes
• Indian National Movement — 1857 onwards, national leaders, the role of Tamil Nadu
• History, Culture, Heritage and Socio-Political Movements in Tamil Nadu — Sangam age, Chola, Pandya, Pallava, Vijayanagara and Nayak periods, the Justice Party, the Self-Respect Movement, social reformers
• Development Administration in Tamil Nadu — welfare schemes, human development indicators, e-governance

Part B — Aptitude and Mental Ability (25 questions)

• Simplification, percentage, HCF and LCM, ratio and proportion
• Simple and compound interest, area and volume, time and work, time and distance
• Logical reasoning, puzzles, dice, visual reasoning, alpha-numeric reasoning, number series

What the cut-off really looks like

The minimum qualifying mark and the selection cut-off are two different numbers, and confusing them is a common and costly mistake. In recent Group 4 cycles the communal cut-offs for selection have generally sat well above 150 out of 300, with the general category typically higher than reserved categories, and VAO cut-offs usually above Junior Assistant.

Treat 200 out of 300 as your working target. Aiming for the qualifying floor is how candidates end up clearing the exam and still missing selection by a handful of marks.

A six-month Group 4 plan

Months 1–2: Tamil and Social Science together

Start Tamil on day one — it is half the paper and the slowest to build. One hour of Tamil daily, alongside 6th to 10th Social Science reading. Write your own summaries.

Month 3: Science and Aptitude

Cover 6th to 10th Science end to end. Add 30 minutes of aptitude daily; do not batch it into one weekly session.

Month 4: Tamil Nadu specifics and Economy

Tamil Nadu history, socio-political movements and development administration are heavily weighted and often under-prepared. Give them a dedicated month with the Economy chapters.

Month 5: Previous year questions, every day

Shift to a practice-led routine — 50 previous year questions daily, one full mock test weekly, and a reason code beside every wrong answer.

Month 6: Revision and test rhythm

No new sources. Three mocks a week, two revision passes of your own notes, and one consolidated current affairs revision covering the last twelve months.

Where marks are actually won and lost

• Won: Tamil grammar and literature, Tamil Nadu history, Indian Polity, and aptitude — all four are finite, learnable and repeat heavily.
• Lost: Current affairs left to the last month, General Science skipped as "school stuff", and Tamil treated as optional.
