Citizens vs Masses & the Decline of Democracy
1. Citizens vs Mass People
Citizens:
People with rights + responsibilities
Actively participate in governance
Have the power to monitor the government
Mass People:
Passive population
Low involvement in political processes
Limited independent decision-making
Failure to understand this difference leads to the decline of democracy
2. Importance of the Preamble
“We, the People of India…” is how it begins
That means:
Sovereignty → lies with the people
Source of authority → citizens
1950 – India became a Republic
No individual or institution is above the people

In today’s democracy:
Citizens → Voters → Beneficiaries
Political parties:
Do not treat people as rights-bearing citizens
Instead treat them as beneficiaries
This is the degradation of democracy

However, it can also be misused

Voting alone is not sufficient
