Expanded 'Thiran Plus' Foundational Learning Scheme in Tamil Nadu Schools
1. Current Event: Expansion of 'Thiran Plus' & New Operational Guidelines
In a decisive intervention to bridge learning gaps and significantly elevate academic competencies among school students across Tamil Nadu, the State School Education Department has issued new administrative guidelines.
Director of School Education Dr. N. Latha and Director of Elementary Education P.A. Naresh have jointly dispatched detailed instructions to all Chief Educational Officers (CEOs) statewide.
During the previous academic year, the remedial initiative titled 'Thiran Iyakkam' (Skill Mission) was implemented exclusively for students of Classes 6 to 9 in government schools.
Buoyed by the extraordinary reception and learning recovery witnessed across districts, the government has officially expanded the scheme to cover all students from Classes 2 to 9 under the elevated title of 'Thiran Plus'.
The overarching objective of this universalization is to establish a rock-solid foundation in elementary literacy and numeracy, ensuring no child is left behind academically.
2. Objectives & Statewide Baseline Diagnostic Assessment
The foundational step in executing the Thiran Plus mission involves scientifically diagnosing the baseline literacy and arithmetic abilities of every enrolled child.
To accomplish this, a statewide 'Baseline Assessment' examination will be conducted across all government primary and middle schools from October 21 to 23.
The assessment will span 40 minutes, featuring 10 carefully calibrated multiple-choice questions designed to evaluate core foundational competencies.
Standardized test papers created at the state level will be hosted on the official exam portal (https://exam.tnschools.gov.in), from where school headmasters will download them on the eve of the examination.
Class teachers will evaluate the answer scripts immediately upon completion, generating an unambiguous empirical diagnostic profile of students requiring prioritized remedial intervention.
3. Core Foundational Competencies: Language Acquisition & Arithmetic
Under Thiran Plus, targeted academic coaching modules will be administered across two paramount foundational domains:
Language Competency (Tamil and English):
• Precise letter identification, phonemic awareness, and correct pronunciation of alphabets.
• Decoding simple vocabulary, error-free spelling, and expanding foundational lexical capacity.
• Developing contextual reading fluency, enabling students to read full sentences with comprehension and expression.
Foundational Numeracy:
• Number recognition, understanding place values, and reciting foundational multiplication tables.
• Gaining computational mastery over two-digit numbers in the four cardinal mathematical operations: Addition (+), Subtraction (-), Multiplication (×), and Division (÷).
Students facing learning difficulties will be grouped into small cohorts and taught using specialized activity-based Teaching-Learning Materials (TLM).
4. Real-Time Tracking via Educational Management Information System (EMIS)
All student diagnostic assessment scores must be meticulously recorded and uploaded onto the statewide Educational Management Information System (EMIS) portal by October 31.
Advanced analytical algorithms embedded within the EMIS platform will process the evaluation data to automatically generate customized lists of students requiring urgent remedial attention.
Classroom teachers and school headmasters can access and download these customized student cohorts directly through their secure institutional EMIS logins.
Each student's progressive learning trajectory will be dynamically tracked through periodic formative evaluations recorded on EMIS.
Comprehensive teacher training manuals, pedagogical handbooks, and specialized student workbooks have been developed and supplied by the State Council of Educational Research and Training (SCERT).
5. Comprehensive School Textbook Integration: Human Capital Formation in Tamil Nadu
In the Tamil Nadu State Board curriculum, Class 11 Economics Unit 11 ('Tamil Nadu Economy') and Class 10 Social Science Unit 5 celebrate the state's pioneering achievements in public education.
Tamil Nadu records an impressive overall literacy rate of 80.09% (Census 2011), standing comfortably above the national average of 74.04%.
In higher education, Tamil Nadu commands an extraordinary Gross Enrolment Ratio (GER) of 51.4%, ranking first among all major Indian states (national average: 28.4%).
The state's transformative Dravidian social welfare model—incorporating free uniforms, textbooks, bicycles, and the historic Midday Meal and Nutritious Noon Meal schemes—has virtually eradicated student dropouts.
The textbook emphasizes that institutionalizing high-quality foundational learning in primary schools is the bedrock sustaining Tamil Nadu's leading position in the Human Development Index (HDI).
6. Synergistic Convergence: Ennum Ezhuthum & Illam Thedi Kalvi
To remedy severe learning deficits caused by prolonged school closures during the COVID-19 pandemic, the Tamil Nadu Government launched trailblazing grassroots missions.
Ennum Ezhuthum Mission: Launched in 2022 with the ambitious vision of guaranteeing that all children in Classes 1 to 5 attain foundational literacy and numeracy (FLN) by 2025.
Illam Thedi Kalvi (Education at Doorsteps): India's largest community-driven volunteer educational initiative, delivering after-school learning within residential neighborhoods.
Thiran Plus represents the seamless vertical scaling of these interventions, integrating middle school cohorts up to Class 9 into the remedial fold.
This synchronized policy continuum guarantees that students transition smoothly into higher classes without carrying forward foundational comprehension deficits.
7. Constitutional & Statutory Safeguards for Universal Education
The landmark 86th Constitutional Amendment Act of 2002 inserted Article 21A into Part III of the Constitution of India.
Article 21A elevates the right to free and compulsory education for all children aged 6 to 14 years into an enforceable Fundamental Right.
To actualize this constitutional mandate, Parliament enacted the Right of Children to Free and Compulsory Education (RTE) Act in 2009, which came into full operational effect on 1 April 2010.
Complementary State Educational Schemes in Tamil Nadu:
• Peraasiriyar Anbazhagan School Development Scheme: A ₹7,500 crore infrastructure overhaul creating modern smart classrooms and high-tech science labs.
• Pudhumai Penn & Tamil Pudhalvan Schemes: Providing ₹1,000 monthly cash incentives to female and male government school alumni pursuing collegiate degrees.
• Naan Mudhalvan Scheme: Equipping school and college youth with dynamic industry skills, coding, robotics, and employment competencies.
8. TNPSC Exam Perspective & High-Yield Prelims/Mains Pointers
• Official Scheme Nomenclature: 'Thiran Plus' (Scaled up from earlier 'Thiran Iyakkam' for Classes 6-9).
• Target Beneficiary Demographic: All students enrolled from Classes 2 to 9 across Tamil Nadu Government schools.
• Diagnostic Baseline Assessment Window: October 21 to 23 (40-minute duration; 10 multiple-choice diagnostic items).
• Centralized Administrative Portal: EMIS (Educational Management Information System - Deadline: October 31).
• Core Pedagogical Metrics: Tamil & English contextual reading fluency, arithmetic operations (+, -, ×, ÷).
• Constitutional Anchor: Article 21A (86th Amendment Act, 2002; Right to Education Act, 2009 - Implemented 1 April 2010).
